I don't know...
My best guess is that back in March 2001 it was discovered in a meeting
between the Rhea County Commission and the Rhea County School Board
that the commissioners "internally borrowed" 3.5 million bucks from the
school board.
Apparently the school board had saved this money diligently for years and
had planned to build school projects with the money. The TAKING of this
money was considered legal according to "then" commission chairman
Ronnie Raper. But then again, word has it on good authority to NOT believe
a word that comes out of that phony hero's mouth.
Why do I say he is phony?
Well, perhaps that is another question for someone to ask, but then again I
could have several questions pertaining to Ronnie Raper myself. So maybe
I might just ask myself a question and answer it.

But personally, I think that the commissioners should explain to the public
just where in the hell 3.5 million dollars went that was essentially "stolen"
from the children of Rhea County. Perhaps that is why County Mayor Billy
Ray Patton is pushing his TAX INCREASE down everyone's throat. I don't
know, but his actions seem desperate and suspicious to say the least.
I suggest if anyone wants to know where this money is then call
